=== Public hearing ===

The Sports Commissioner's Office of Malaysia arranged a public hearing concerning formation of the federation. It was held on 25 February 2010 at Dewan Perdana, National Sports Institute, within the National Sports Complex at Bukit Jalil, Kuala Lumpur.[1]

Invitations were distributed to state paintball associations and clubs registered with the Sports Commissioner's Office, together with organisations still registered through the Registrar of Societies. Commercial field operators, equipment suppliers, tournament organisers, referees and team captains were also invited.[1]

The hearing was intended to consider the proposed federation and its representative structure.

=== Proposed interim membership ===

Before the hearing, [[Paul Lam|Paul WY Lam]] prepared a list of proposed interim committee members. The document expressly stated that the proposed membership remained subject to acceptance by the invitees.[1]

The proposal divided representation between people involved in paintball businesses and sporting operations, and representatives of state or regional associations.

The proposed list was submitted to the Sports Commissioner's Office during the public hearing on 25 February 2010.[1] It should not be treated as a list of elected officers or proof that every proposed participant accepted membership.

=== Provisional steering committee ===

On 27 February 2010, Allan Phang published what was described as the result of the public hearing and the membership of a newly selected pro-tem or provisional steering committee.[1]

This was a provisional committee rather than a documented executive board elected under a completed federation constitution. Its selection should not be confused with the separate elections which the organisers proposed holding later in 2010.[1]
