Editing Malaysian Paintball Federation

Malaysia Paintball Federation (MPF), also referred to historically as the Malaysian Paintball Federation and MPBF, is the name used by organisations and initiatives seeking to represent and develop paintball as an organised sport in Malaysia.

A documented initiative to establish a national paintball federation took place in 2010, involving representatives of paintball clubs, state associations, tournament organisers, referees, equipment suppliers and commercial field operators. The initiative sought formal sporting recognition, improvements to the legal treatment of paintball equipment, and the establishment of national safety and development programmes. [1]

A public hearing was held on 25 February 2010 at the National Sports Institute in Bukit Jalil, Kuala Lumpur. A provisional committee was subsequently announced, and a November 2010 report stated that the federation's formation had been approved. [1][2]

Later records identify a Malaysia Paintball Federation using the abbreviation MPF, including a published committee for 2019–2021. The precise legal and organisational continuity between the 2010 initiative and later federation activity has not been independently established. [3]

Background
Development of organised paintball in Malaysia
Competitive paintball expanded in Malaysia during the early 2000s through the establishment of commercial playing facilities, recreational clubs and domestic tournament circuits.

The Malaysian Paintball Official Circuit (MPOC) and Malaysian National Paintball League (MY-NPL) provided organised tournament competition, while international events such as Nation Cup 2004, the Asia Pacific Paintball Championship 2005 and Paintball World Cup Asia attracted overseas teams.

Despite this growth, paintball faced questions concerning its formal recognition as a sport, the licensing of playing facilities and the legal classification of paintball markers.

The absence of a unified national representative body was identified by paintball organisers as an obstacle to addressing these issues. [1]

Early federation proposals
A February 2010 document prepared by Paul WY Lam described the proposed federation as the result of approximately five years of discussions with Malaysia's Ministry of Youth and Sports.

The organisers intended to establish a national organisation representing the interests of players, clubs, state associations and other participants in the sport.

The proposed federation was intended to operate independently of commercial businesses and to function on a non-profit basis. [1]

The organisers also proposed restrictions on the accumulation of assets and financial reserves.

These were objectives contained in the proposed constitution rather than independently verified provisions of a subsequently registered federation.

Formation initiative of 2010
Public hearing
The Sports Commissioner's Office of Malaysia arranged a public hearing concerning the proposed formation of the Malaysia Paintball Federation.

The hearing was held on 25 February 2010 at Dewan Perdana, National Sports Institute, within the National Sports Complex at Bukit Jalil.

Invitations were distributed to paintball state associations and clubs registered with the Sports Commissioner's Office, as well as organisations registered with the Registrar of Societies.

Commercial field operators, equipment suppliers, tournament organisers, referees and team captains were also invited to participate. [1]

The hearing was intended to gather input from the paintball community and establish a representative structure for the proposed national federation.

Proposed interim committee
Before the hearing, Paul WY Lam prepared a list of proposed interim committee members.

The list included representatives of equipment suppliers, commercial field operators, tournament promoters, referees and state paintball associations.

Individuals named in the proposal included:

* Paul WY Lam
* Raja Khairul Anuar Raja Mokhtar
* Patrick Tan Hing Chew
* Roselan bin Yaacob
* Dennis Tan Ying Chyuan
* Mohd. Redza bin Yusop
* Andrew Loh Chie Loong
* Junaidi bin Khalil
* Allan Phang Yow Choy
* Roslim Abu
* Wong Yoong Peow
* Dzakihusny bin Md Ghazali

The proposal also identified representatives from paintball associations in Johor, Selangor, Kuala Lumpur, Malacca, Sabah, Sarawak, Kedah, Labuan and Penang. [1]

The proposed membership list was submitted to the Sports Commissioner's Office on 25 February 2010.

It should be distinguished from the provisional committee subsequently selected following the hearing.

Provisional committee
Following the public hearing, the organisers published the membership of a newly selected provisional steering committee.

The announcement also named additional committee members representing regional associations and paintball clubs. [1]

This was a provisional committee, not necessarily the federation's first formally elected executive board.

Proposed constitution
The February 2010 proposal outlined a federation structure with 17 committee seats.

Fourteen seats were intended to represent state associations, while three would represent equipment suppliers, tournament promoters and paintball field operators.

The proposed constitution provided for elections every two years and a maximum of two presidential terms.

It also proposed that the federation:

* Operate independently of commercial businesses
* Function as a non-profit organisation
* Avoid accumulating unnecessary assets
* Maintain only the financial reserves needed for approximately two years of operations
* Represent the interests of the wider paintball community

These provisions were published as proposals and should not be assumed to have been adopted unchanged. [1]

Proposed formation timetable
The organisers published the following timetable:

Date
Proposed milestone
25 February 2010
Public hearing
27 March 2010
Presentation of finalised constitution
9 October 2010
First annual general meeting and elections

The organisers stated that the period before the proposed elections would allow time to address licensing issues and prepare state associations and clubs for participation. [1]

The available records do not establish whether the March and October milestones were completed on their originally scheduled dates.

Reported approval in November 2010
On 12 November 2010, the Malaysian paintball website Villain Paintball published a report stating that the formation of the federation had been approved.

The report attributed the information to Muhammad Muhsin, an official associated with MY-NPL.

It stated that the date of the first annual general meeting would be announced subsequently. [2]

This announcement provides contemporary evidence of reported approval, but does not independently establish the federation's registration number, legal incorporation date or recognition as the sole national governing body.

Objectives
Recognition of paintball as a sport
One of the proposed federation's principal objectives was to obtain formal recognition of paintball as a mainstream sporting activity in Malaysia.

The organisers intended to work with government departments and sporting authorities to establish a clearer legal and administrative framework for participation. [1]

Regulation of paintball markers
The 2010 proposal identified the legal classification of paintball markers as a major issue.

The organisers sought recognition of paintball markers as sporting equipment rather than firearms, together with clearer rules governing individual ownership and use.

They also proposed a licensing framework for commercial paintball facilities and possible tax exemptions for imported equipment. [1]

Grassroots development
The proposed federation intended to coordinate grassroots programmes through paintball clubs and regional associations.

Suggested activities included introductory clinics, programmes for younger participants and initiatives to increase participation.

The organisers envisaged a structure in which local clubs could implement development programmes with national coordination. [1]

Safety and standards
The organisers also proposed establishing consistent safety guidelines for paintball players, facilities and events.

These were intended to support safe participation without creating unnecessary barriers for new players or commercial operators.

The proposal included the development of a code of conduct and common safety standards. [1]

Relationship with Malaysian tournament leagues
Malaysian Paintball Official Circuit
The Malaysian Paintball Official Circuit was one of Malaysia's principal domestic tournament series.

Allan Phang, associated with PALS and MPOC, was included among the individuals proposed for the federation's interim committee.

Paul WY Lam, another prominent MPOC organiser, played a central role in preparing the 2010 federation proposal. [1][4]

The involvement of these individuals demonstrated the participation of established tournament organisers in the national federation initiative.

However, MPOC and the proposed federation were separate organisations with different functions.

Malaysian National Paintball League
The Malaysian National Paintball League was another established domestic tournament series.

Wong Yoong Peow, associated with MY-NPL, was included in the original list of proposed federation committee members.

He subsequently appeared as secretary general of the provisional steering committee.

Muhammad Muhsin, associated with the Malaysian Paintball Referee Organisation and MY-NPL, was named assistant secretary general. [1]

The 2010 formation initiative therefore brought together representatives from both of Malaysia's principal tournament circuits.

State and regional associations
The proposed federation structure placed considerable emphasis on representation from state paintball associations.

The original committee proposal named associations from Johor, Selangor, Kuala Lumpur, Malacca, Sabah, Sarawak, Kedah, Labuan and Penang.

Following the public hearing, the provisional committee also included representatives from regional and local paintball organisations. [1]

The proposed structure was intended to create a national federation based on member organisations rather than direct control by commercial tournament promoters.

Subsequent developments
Activity during 2010 and 2011
A contemporary announcement for the Sarawak Chief Minister's Cup, held in Kuching in October 2010, listed the Malaysian Paintball Federation among organisations supporting the tournament.

The announcement also identified MY-NPL and the Malaysian Paintball Referee Organisation as supporters. [5]

This indicates that the federation name was being used in connection with organised paintball activities during 2010.

However, public discussion of the federation's progress continued into 2011.

In August 2011, Villain Paintball published a follow-up asking whether the federation was still progressing. [6]

These records indicate that the initiative's development was not fully documented through the available public sources.

Later Malaysia Paintball Federation
Later documents identify an organisation using the name Malaysia Paintball Federation and the abbreviation MPF.

A compilation of federation communications includes a committee list for 2019–2021.

The listed officeholders included:

Position
Name
President
Mohamed Rezal Jamaluddin
Deputy President
Tunku Alizan Raja Muhammad Alias
Vice President
Tai Chee Chong
Vice President
Muhammad Muhsin Mohammed
Vice President
Ahmad Shazerain Zahar
Treasurer
Saufee Affendy Abdul Aziz

The document also identified additional committee members and auditors. [7]

The material provides evidence of a later federation organisation and its leadership, but does not establish whether it was legally continuous with the provisional body formed in 2010.

Paintball equipment regulation
Legal uncertainty
The legal status of paintball markers was a recurring issue for Malaysian players, operators and organisers.

The 2010 federation proposal specifically identified the classification of paintball markers, facility licensing and individual ownership as priority concerns.

These questions affected both recreational and competitive paintball. [1]

Regulatory developments in 2017
On 26 January 2017, Malaysia's Minister of Home Affairs issued a notification under section 60 of the Arms Act 1960 concerning paintball equipment.

The notification took effect on 1 February 2017.

It provided a conditional exemption for qualifying paintball equipment and members of registered paintball sports bodies under the Sports Development Act 1997.

The notification established technical requirements concerning markers, barrels, compressed-gas tanks and paintballs.

It also provided for registration and identification requirements for qualifying paintball markers. [8]

The regulation represented an important development in the legal framework governing paintball equipment in Malaysia.

However, the notification should not be interpreted as evidence that the 2010 federation initiative alone secured the change.

Later federation advocacy
Communications attributed to the later Malaysia Paintball Federation discussed the interpretation and enforcement of paintball equipment regulations.

These included references to legal proceedings and correspondence with the Ministry of Home Affairs concerning the treatment of paintball markers.

The surviving material demonstrates that equipment regulation remained an important issue for the paintball community after 2017. [7]

The specific legal proceedings and their relationship to federation activities require further examination of court and government records.

Relationship with international paintball organisations
Malaysia played an important role in the development of international tournament paintball in Asia through PALS, World Cup Asia and other competitions.

The national federation initiative developed within this wider competitive environment.

However, participation by Malaysian teams in international tournaments should not be treated as proof of formal membership by the federation in any particular international governing body.

The available sources do not conclusively establish the dates or terms of affiliation between the federation and later international organisations such as the Asia Pacific Paintball Federation or United Paintball Federation.

Historical significance
The 2010 Malaysia Paintball Federation initiative was an important development in efforts to formalise paintball as an organised sport in Malaysia.

It brought together representatives from commercial operators, tournament promoters, referees, equipment suppliers, paintball clubs and state associations.

The initiative sought to establish a national representative structure independent of the country's competing tournament circuits.

Its proposed objectives included formal sporting recognition, clearer equipment regulation, grassroots development and common safety standards.

The February 2010 public hearing and subsequent provisional committee are well documented in contemporary records.

A November 2010 report stated that the federation's formation had been approved, while later records identify a Malaysia Paintball Federation active during 2019.

The precise legal continuity between these stages remains an area for further historical research.

The federation initiative forms part of the wider history of paintball's transition in Malaysia from a recreational and commercially organised activity toward a more formally regulated sport.
